Oppanda contains a solidity contract and external oracle service for defining offline proposals. 'proposal=> external validator url' map is recorded on-chain and proposal details are stored off-chain. Funds can be added to proposals and funds are transferred when external oracle validates that proposal is approved by validators. Proposals can be validated through tweets or signatures from validators. It is an experimental project.
