Takes message from /rosout topic and then uses an action client to publish an empty goal to recover the robot. This is not the best solution for it, better would be to read the topic /franka_states and then check for the cartesian_reflex boolean variable. NOTE: Panda Level 2 and 4 stand for Warning and level 8 stands for Error.
